Support for New Small and Medium Enterprises with a 45%-60% grant
The submission of applications for the Strengthening the Establishment and Operation of New Small and Medium Enterprises program, with a total budget of €190,000,000, began on December 18, 2023.
The Action of the Ministry of National Economy and Finance grants investment projects of between €30,000 and €400,000, aimed at supporting Small and Medium Enterprises (except for retail trade, catering and tourism SMEs).
The grant amounts to 45% of the subsidized budget, while the grant can be increased up to 60%, as follows:
> by 10% if the investment is made in a remote or fire-prone or earthquake-prone or flood-prone area or small islands and/or
> additional 5% with the declaration of employment of at least 1 EME, in the first year after the completion of the investment.
Submissions of applications last until 29.02.2024 without priority order. Those investment projects that score more than 70 points [Comparative Evaluation] will qualify for evaluation.
Subsidized Expenses:
The eligible categories of expenses, as well as their maximum ceiling, include:
Beneficiaries - Basic Conditions
Beneficiaries are Very Small, Small, and Medium Enterprises which, upon application, belong to one of the following forms:
Category A. Under establishment Businesses, which will be established after the date of publication of the Action announcement (and up to the first disbursement of the grant), and will operate exclusively in eligible Business Activity Code (BAC).
Category B. Newly established Businesses, which started in AADE after 19.12.2022 and which will be active exclusively in eligible BAC of the Action during the submission of the funding application, but also throughout the implementation of the investment plan and until the investment is repaid .
Important Eligibility Points
> Accurate information on the location of the place of implementation of the investment is required, such as Title Deeds with a transfer to the Mortgage Registry or a Lease over 6 or 12 years old, depending on whether it is a construction.
> It is required to have in advance (in the case of buildings) either a Building Permit, or an Application for the Issuance of a Building Permit (accompanied by a pre-approval of a building permit or attestation of building conditions), either a Pre-approval of a Building Permit, or an Attestation of Construction Conditions, or an Application for Pre-approval of a Building Permit - application certificate of building conditions.
# Program Evaluation Process
A necessary condition for an application to be evaluated is to obtain a minimum of 70 points. The higher the score, the higher the chances of final approval.
The grading criteria concern the existence of Own Participation (for at least 60% of the non-subsidized part), the Maturity of the project (existence of required building permits, building conditions, etc.), the clarity and completeness of the investment plan, the realism of the implementation schedule as well as in innovation (RIS). Proven (relevant) experience and qualifications are also counted.
Corresponding Support Program for New Tourism Enterprises
In the corresponding Tourism program Strengthening the Establishment and Operation of New Small and Medium-sized Tourism Enterprises (with a total budget of 160 million euros), the same conditions and the same grant rates apply, with the main differences being that:
> The minimum investment amount is 80,000 euros.
> Mykonos and Santorini are not included.
> In the case of Accommodation, Hotels (minimum 4 stars and 12 beds), Rented Apartments/Rooms (minimum 4 keys and 12 beds), Tourist furnished houses (3 houses and more) are eligible.
> The participation of a Natural/Legal Person is not permitted, if it already has a corresponding business activity (the operation in 2-digit BAC is considered).
